These cooperatives are active in the Iranian economy as well, but they are confronted with some shortcomings as regards different aspects, some of which are the existence of free cooperatives, lack of proper regulations regarding credit cooperatives, unconventional rates for deposits and loans, lack of proper managerial structure and lack of clear jurisprudential basis. The present article tries to resolve these problems and, in order to do so, besides taking advantage of the experience of Iran and other countries, designs a desired model for Iranian credit cooperatives, consistent with Imamiah jurisprudence, using the method of interviewing the experts and analyzing the results. In this model, credit cooperatives are formed according to company contract, using the capital of members having one feature in common, and in order for the new members to be able to join them the multiple common link can be exploited. In this model the credit cooperatives, besides utilizing membership fees, use the members’ deposits as a supplementary resource, and through the contracts of Qard-ul-Hasanah, Murabahah, Istisna, Ijarah Bittamlik and Dain purchasing, offer loans and are regulated by the central bank, a national and professional institution. On the basis of our findings, credit cooperatives, while offering loans with rates lower than those of banks, accept deposits with fair rates.}, keywords = {Credit Cooperative,Micro-financing,Imamiah Jurisprudence,Islamic Banking}, title_fa = {آسیب‌شناسی تعاونی‌های اعتبار و ارائه الگوی مطلوب}, abstract_fa = {در نظام مالی متعارف تعاونی‌های اعتبار به‌منظور کاهش فقر و تأمین نیازهای خرد خانوارها کاربرد گسترده‌ای دارند. در ایران نیز این تعاونی‌ها فعالیت می‌کنند اما از بُعدهای گوناگون با آسیب‌هایی روبه‌رو هستند، وجود تعاونی‌های آزاد، نبود قوانین مناسب بر نظارت تعاونی‌های اعتبار، نرخ‌های نامتعارف سپرده‌ها و تسهیلات، نبود ساختار مدیریتی مناسب و نداشتن پایگاه فقهی شفاف برخی از این آسیب‌هاست. مقاله پیش‌ رو در صدد حل این آسیب‌هاست و برای حل آنها افزون بر بهره‌گیری از تجربه ایران و دیگر کشورها به روش مصاحبه با خبرگان و تحلیل نتیجه‌های ایده‌ها، مدل مطلوبی را برای تعاونی‌های اعتبار ایران متناسب با فقه امامیه طراحی می‌کند. در این مدل، تعاونی‌های اعتبار با سرمایه اعضایی که در یک ویژگی معیّن مشترک هستند بر اساس عقد شرکت تشکیل می‌شود و جهت تقویت و امکان عضویت اعضای بیشتر در تعاونی می‌توان از پیوند مشترک چندگانه بهره جست. در این مدل تعاونی‌های اعتبار افزون بر حق عضویت اعضا از سپرده‌های اعضا به‌عنوان منابع مکمل بهره می‌گیرد و به‌وسیله قراردادهای قرض‌الحسنه، مرابحه، استصناع، اجاره به شرط تملیک و خرید دین تسهیلات می‌پردازد و به‌وسیله نهادی ملی و تخصصی به نام بانک مرکزی نظارت می‌شود. بر اساس یافته‌های این مدل، تعاونی‌های اعتبار در عین حال که با نرخ‌های پایین‌تری نسبت به بانک‌ها تسهیلات می‌دهند با نرخ‌های منطقی سپرده می‌پذیرند.}, keywords_fa = {تعاونی اعتبار,تأمین مالی خرد,فقه امامیه,بانکداری اسلامی}, url = {https://eghtesad.iict.ac.ir/article_19930.html}, eprint = {https://eghtesad.iict.ac.ir/article_19930_e642fea07ed47763fc9807672add3c60.pdf} }
