The idea of universal basic income is one of the proposed mechanisms to guarantee minimum income in the mainstream economics that is recognized as an alternative to the existing social security system but its benefits and disadvantages are still disputed. Similarly, in the Islamic economy, the emphasis has been on ensuring that everyone's livelihood is guaranteed. This paper first discusses basic income and similar schemes in the mainstream economics (social dividends, participation income, negative income tax, and Atkinson's proposal to establish a flat tax / basic income), and then explains the mechanism of securing a subsistence standard in Islamic economics. The findings of the paper show that: the provision of Universal basic income - as a refundable tax credit - within the framework of the private income tax system is in line with Islamic economics standards; In addition, given the current fiscal constraints of government, it is more enforceable than other models of minimum income guarantee, and with implementing it, it is expected to ensure minimum income for all citizens (not just those covered by support organizations) at the lowest cost.}, keywords = {Universal Basic Income,Unconditional Cash Transfers,Guaranteed Minimum Income,Negative Income Tax,Guaranteed Livelihood,Targeting Cash Subsidies}, title_fa = {ارزیابی تطبیقی درآمد پایه همگانی در اقتصاد متعارف و تضمین حد معیشت در اقتصاد اسلامی}, abstract_fa = {درآمد پایه همگانی نوعی پرداخت انتقالی نامشروط است که به همه شهروندان پرداخت می‌شود و مقدار آن برای پوشش حداقل مخارج زندگی کافی است. ایده درآمد پایه همگانی یکی از سازوکارهای پیشنهادی تضمین حداقل درآمد در اقتصاد متعارف است که به ‌عنوان جایگزینی برای نظام تأمین اجتماعی موجود شناخته می‌شد و مزایا و معایب آن همچنان مورد مناقشه است. به ‌طور مشابه در اقتصاد اسلامی نیز بر تضمین حد معیشت برای همگان تأکید شده است. در این مقاله ابتدا درآمد پایه همگانی و طرح‌های مشابه آن در اقتصاد متعارف (سود سهام اجتماعی، درآمد مشارکت، مالیات بر درآمد منفی و پیشنهاد اتکینسون مبنی بر برقراری نظام مالیات هموار/ درآمد پایه) مطرح و سپس سازوکار تضمین حد معیشت در اقتصاد اسلامی تبیین شده است. یافته‌های مقاله نشان می‌دهد که اعطای درآمد پایه همگانی– به ‌عنوان اعتبار مالیاتی برگشت‌پذیر- در چارچوب نظام مالیات بر مجموع درآمد با موازین اقتصاد اسلامی انطباق دارد. ثانیاً‌ با توجه به محدودیت‌های مالی کنونی دولت، بهتر از سایر مدل‌های متعارف تضمین حداقل درآمد قابل‌اجرا است و ثالثاً انتظار می‌رود با اجرای آن حداقل درآمد برای همه شهروندان (نه ‌فقط افراد تحت پوشش سازمان‌های حمایتی) با کمترین هزینه تضمین ‌شود.}, keywords_fa = {درآمد پایه همگانی,پرداخت‌های انتقالی نامشروط,حداقل درآمد تضمین‌شده,مالیات بر درآمد منفی,تضمین حد معیشت,هدفمندی یارانه‌ها}, url = {https://eghtesad.iict.ac.ir/article_240009.html}, eprint = {https://eghtesad.iict.ac.ir/article_240009_ba170d3a14c539d0897a80a25d5a5ff8.pdf} }
