Arbaeen is one of the largest religious gatherings in the world, with a steadily increasing number of participants each year. Various grassroots organizations play a key role in supporting this Shia pilgrimage by providing diverse welfare and cultural services along the pilgrimage routes. Despite their positive contributions, these institutions also face structural challenges and operational shortcomings that limit their effectiveness in resource mobilization. This study aims to critically assess the role and functions of these grassroots organizations in mobilizing and managing financial resources for the Arbaeen event. Using the Fuzzy Delphi Method and expert interviews with 13 scholars and practitioners in the field, key weaknesses were identified and ranked. The results highlight three primary challenges: Insufficient allocation of resources for articulating the rationale, objectives, and spiritual significance of Arbaeen; Underutilization of the potential of votive offerings and religious donations in funding efforts; Limited investment in artistic and media initiatives, resulting in weak public engagement and inadequate financial support from the broader community.
