Introduction: In recent decades, leisure has become a strategic domain of the global economy, contributing significantly to economic growth, employment, and cultural development. However, much of the existing literature is grounded in neoliberal and secular perspectives that do not address the theoretical and policy needs of Islamic societies. As a modern and multidimensional phenomenon, leisure now functions as a platform for socialization and skill enhancement, offering new avenues for analysis within the framework of Islamic economics.
Purpose: This study seeks to clarify the role and responsibilities of the Islamic state in assessing, organizing, and formulating policies related to the leisure economy, drawing on the foundational principles of Islamic economics.
Methodology: Using a conceptual–analytical approach, the research synthesizes insights from international public economics with Islamic textual sources in order to develop a theoretical model of state intervention within an Islamic economic framework.
Findings: The results indicate that the Islamic state plays a multifaceted and strategic role in the leisure economy. Its responsibilities include policymaking, infrastructure development, promoting wholesome recreation, ensuring justice, regulating leisure activities, and continuously monitoring leisure patterns. The state can guide society through targeted interventions, identify beneficial and harmful activities, and employ instruments such as community participation and Islamic financial mechanisms to provide leisure goods and services—particularly for lower-income groups.
Conclusion: By integrating Islamic principles into leisure policymaking and adopting a strategic and proactive approach toward emerging recreational trends, the Islamic state can develop a culturally grounded and value-oriented model of the leisure economy—one that enhances economic efficiency while also promoting cultural development, moral refinement, and social justice
