The Islamic Republic of Iran has been the target of one of the most extensive sanctions regimes in contemporary history in recent decades. The conventional strategies of “lifting sanctions” and “circumventing sanctions” have had limited results due to the structural nature of confrontation with the hegemonic system. This article aims to explain the concept of the third strategy, namely “economic deterrence,” and presents an alternative paradigm in contrast to hegemonic definitions of economic deterrence using a qualitative method of content analysis. While the dominant literature defines deterrence as a tool for exerting pressure and changing the behavior of countries from a position of power, the model derived from this research considers it a defensive-positive strategy for immunizing the economy against the sanctions of the hegemonic system. The findings show that economic deterrence in this framework is a stable situation that is achieved through “structural immunization of the domestic economy” and “increasing the costs of sanctions for the enemy,” and ultimately, by rationally calculating the cost-benefit, it dissuades the enemy from continuing the economic war. Achieving this depends on implementing a resistance economy and focusing on three major axes: “economic empowerment and self-reliance,” “flexibility and vulnerability reduction,” and “leveraging power and active economic diplomacy.” This article, while explaining the concept of economic deterrence from the perspective of the Leader of the Revolution and its Quranic foundations, concludes that the transition from reactive strategies to a positive strategy of economic deterrence is the only sustainable solution to neutralize sanctions.
