This research examines the economic roots of poverty in Kermanshah Province from the perspective of Islamic economic teachings. The main question is: what are these roots, and how can solutions be proposed to address them based on Islamic principles, particularly the conduct of Imam Ali (AS)? The hypothesis of this study is based on the idea that socio-economic factors such as the weakness in implementing justice, the lack of adherence to moral principles in the economy—such as wastefulness and neglecting contentment—and mismanagement are key factors contributing to the emergence and persistence of poverty in this province. To test this hypothesis, a combination of traditional and fuzzy Delphi methods was applied, analyzing data obtained from questionnaires distributed to 385 participants through cluster sampling. The results showed that the main economic roots of poverty include the failure of the wealthy to pay obligatory divine dues, the neglect of officials toward the poor and justice, and extravagance. These factors are categorized into groups of officials, the general public, the wealthy, and the needy. Consequently, the research emphasizes the need to strengthen the Islamic financial system, reform consumption patterns, promote accountability and justice-oriented governance, and provide targeted support to the disadvantaged. It concludes that sustainable poverty alleviation requires a combination of structural and moral reforms aligned with Islamic teachings across all levels of society.
