The explanation of the social security system in Islam has sometimes been limited to mechanisms for supporting the needy, and at other times, brief explanations of other aspects have been provided. The present study aims to employ an analytical-descriptive method, considering the broad concept of security in terms of ensuring a standard level of livelihood, to examine the foundations, principles, and rules of the social security domain, and to introduce the strategies and tools of the social security system in Islam. Based on these principles, foundations, and strategies, it proposes a model for a multilayered social security system. This progression from principles and foundations to rules, strategies, tools, and ultimately the multilayered model utilizes the results derived from the method of Islamic scholars' theoretical jurisprudence (including Martyr Sadr), while also employing the method of establishment in designing the social security system model from principles and foundations to superstructure. According to the research findings, by considering the broad concept of security in defining social security, the Islamic social security model will be a five-layered model based on the fundamental strategies of "Preparation", "Foresight" and "Guaranteeing". This five-layered model consists, in order, of “Layer 0: General Preparation (Tamhid 'Aam)”, “Layer 1: Targeted Preparation (Tamhid Khaas)”, “Layer 2: Livelihood Guarantee and Sustainable Kafalah”, “Layer 3: Basic Foresight (Tadbir Paaye)” and “Layer 4: Supplementary Foresight (Tadbir Takmili)”.
